Sawyer County Board of Supervisors

December 5, 2003, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Mark Kelsey (Chair), James Bassett, Bruce Miller, Tom Pydo

 

Between 8:30 and 10:30 a.m. the Committee met in closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for the purpose of interviewing applicants for a Child Support Specialist position in the Child Support Department.  The Committee reconvened into open session at 10:30 a.m. to complete the meeting agenda.  Mr. Kelsey left the meeting and Mr. Bassett chaired the open session.

 

Motion by Brandt, 2nd by Pydo, to approve the meeting agenda.  Motion carried.

 

Motion by Brandt, 2nd by Bassett, to approve the minutes of the meeting of November 6, 2003.  Motion carried.

 

CenturyTel representatives, including Carl Cook, presented their proposal to install a Norstar Modular ICS T-1 Solution digital fiber telephone system in the Health and Human Services Department at a cost of $46,234.98.  The proposal was requested to address the County’s concern for the unanticipated number of telephone line charges following the installation of a centrex telephone system in the Courthouse during the summer of 2003.  CenturyTel offered to delete the installation and training charges from the proposal to reduce the County’s cost to $37,984.98.  Credit for telephones and equipment to be returned to CenturyTel further reduce the County’s cost to $29,094.86.  Motion by Pydo, 2nd by Brandt, to recommend County Board approval of the CenturyTel proposal with the deletion of the system installation and training charges.  Motion carried.  Mr. Bassett voted no.

 

Information Technology Department Director Mike Coleson has been working with CenturyTel to find a solution to the increased monthly charges and to find solutions to other functional problems that have occurred following the installation of the centrex system.  Problems reported in the Register of Deeds, County Treasurer, and County Clerk’s Offices are believed to relate to the system’s electrical power supply.  Equipment to boost the power to those offices has been ordered.

 

The Committee reviewed the proposal of Lewis and Associates for computer consulting for 2004.  Motion by Bassett, 2nd by Pydo, to recommend County Board approval of the proposal.  Motion carried.

 

Land Records Department Director Robyn Thake presented agreements for Point North, Inc to provide Sawyer County with digital parcel mapping for:

  • Sections 1 through 30, Township 40 North, Range 9 West (part of the Town of Bass Lake) at a cost of $13.50 per parcel or approximately $19,400 based on an estimate of 1,552 parcels.
  • Township 37 North, Range 4 West and Township 37 North, Range 5 West (part of the Town of Winter) at a cost of $12.50 per parcel or approximately $19,525 based on an estimate of 1,562 parcels.

Motion by Pydo, 2nd by Bassett, to recommend County Board approval of the agreements.  Motion carried.

 

Land Records Department Director Robyn Thake requested approval to transfer funds to allow for the consolidation of the payment of land records software licensing fees for software utilized by various departments including the Land Records Department, the Zoning Department, and the County Surveyor’s Office.  The consolidation would reduce the amount charged for the licenses.  Motion by Pydo, 2nd by Brandt, to approve the request.  Motion carried.

 

County Surveyor Dan Pleoger requested approval of funding to purchase a new computer for Deputy County Surveyor Jesse Suzan.  Mr. Suzan’s computer is not able to run the land information system programs now used by the County Surveyor’s Office.  Motion by Pydo, 2nd by Brandt, to recommend Finance Committee and County Board approval of the request.  Motion carried.

 

The Committee discussed other expenditures that may arise in 2004 depending on when the transition of information systems from the HP 3000 mainframe computer system to network Microsoft compatible systems is completed. 

 

The Committee reviewed the following requests for approval of travel out of the County:

·        3 day Surveyors’ Institute in Stevens Point for all 3 employees of the County Surveyor’s Office

Motion by Pydo, 2nd by Bassett, to approve the travel.  Motion carried.

 

The Committee reviewed the monthly department expense vouchers.  Motion by Brandt, 2nd by Pydo, to approve the vouchers.  Motion carried.

 

County Clerk Kris Mayberry reviewed recent developments in claims and litigation involving Sawyer County.
