Minutes of the meeting of the Finance Committee
Sawyer County Board of Supervisors
December 12, 2003, 9:00 a.m., Assembly Room, Sawyer County Courthouse

Motion by Bassett, 2nd by Romnes, to approve the meeting agenda. Motion carried.
Motion by Romnes, 2nd by Bassett, to approve the minutes of the meeting of October 13, 2003. Motion carried.
The Committee reviewed the recommendation of the Courthouse Committee to approve the CenturyTel proposal to install a Norstar Modular ICS T-1 Solution digital fiber telephone system in the Health and Human Services Department. The proposal was requested to address the County’s concern for the unanticipated number of telephone line charges following the installation of a centrex telephone system in the Courthouse during the summer of 2003. The CenturyTel proposal initially included a cost of $46,234.98. At the Courthouse Committee meeting held December 5, 2003, CenturyTel offered to delete the installation and training charges from the proposal to reduce the County’s cost to $37,984.98. Credit for telephones and equipment to be returned to CenturyTel would further reduce the County’s cost to $29,094.86. Motion by DeLong, 2nd Romnes, to recommend County Board approval of the CenturyTel proposal with the deletion of the system installation and training charges. Funds for the expenditure would come from the funds designated for the purchase of a Courthouse telephone system at the November of 2002 County Board meeting and would later be reimbursed by the Health and Human Services Department. Motion carried. Mr. Bassett voted no.
Information Technology Department Director Mike Coleson has been working with CenturyTel to find a solution to the increased monthly charges and to find solutions to other functional problems that have occurred following the installation of the centrex system. Problems reported in the Register of Deeds, County Treasurer, and County Clerk’s Offices are believed to relate to the system’s electrical power supply. Equipment to boost the power to those offices has been ordered.
The Committee reviewed the recommendation of the Courthouse Committee to approve Land Records Department Director Robyn Thake’s request for approval to transfer funds to allow for the consolidation of the payment of land records software licensing fees for software utilized by various departments including the Land Records Department, the Zoning Department, and the County Surveyor’s Office. The consolidation would reduce the amount charged for the licenses.
The Committee reviewed the recommendation of the Courthouse Committee to approve County Surveyor Dan Pleoger’s request for approval of funding to purchase a new computer for Deputy County Surveyor Jesse Suzan. Mr. Suzan’s computer is not able to run the land information system programs now used by the County Surveyor’s Office. Motion by Romnes, 2nd by DeLong, to recommend County Board approval of the request with the funds to come from the Contingency Fund Account of the 2003 Sawyer County Budget. Motion carried.
The Committee reviewed the recommendation of the Public Safety Committee to approve the transfer of Wisconsin Department of Justice grant funds in the amount of $84,500 to the Lac Courte Oreilles Police Department. Motion by Vitcenda, 2nd by Bassett, to recommend County Board approval of the transfer. Motion carried.
The Committee reviewed the recommendation of the Public Safety Committee to approve the purchase of a second cot for the Ambulance Service. Two cots cost $14,800. Ambulance Service and Emergency Government Department Director Brian Cody indicated that $8,000 was appropriated for the purchase in the 2004 Ambulance Service budget and suggests that the balance be paid from the Sawyer County Emergency Assistance Fund.
The Committee noted that the Public Safety Committee had approved the purchase of additional squad cars and a computer upgrade from funds that were appropriated but not spent in the 2003 Jail budget for the housing of prisoners.
The Committee discussed other expenditures that may arise in 2004 depending on when the transition of information systems from the HP 3000 mainframe computer system to network Microsoft compatible systems is completed.
The Committee reviewed the financial report for November of 2003 prepared by County Treasurer Dianne Ince. Motion by Vitcenda, 2nd by Bassett, to approve the report. Motion carried.
Ms. Ince suggested that the County’s savings account at Peoples Bank earning only 1% interest be closed and the money transferred to the County’s checking account that will earn 2% beginning January 1, 2004. Motion by Vitcenda, 2nd by Bassett, to approve the suggestion. Motion carried.
The Committee reviewed the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County as follows:
§ distributed to Sawyer County in November of 2003 - $124,942.22
§ distributed to Sawyer County in 2003 through November of 2003 - $1,237,738.72
§ distributed to Sawyer County through the same month in 2002 - $1,168,742.60
§ 2003 Sawyer County Budget sales and use tax revenue forecast - $1,200,000
The Committee reviewed a report prepared by the County Clerk’s Office on year-to-date General Fund expenditures.
The Committee reviewed monthly department expense vouchers. Motion by Vitcenda, 2nd by Bassett, to approve payment of the vouchers. Motion carried.
Motion by Vitcenda, 2nd by Romnes, to adjourn the meeting. Motion carried.
