Minutes of the meeting of the Personnel and Administrative Committee
Sawyer County Board of Supervisors
December 15, 2003, 9:00 a.m., Assembly Room, Sawyer County Courthouse
members present: Hal Helwig (Chairman), Arlene Brandt, Shirley Suhsen, Frank Romnes, Robert Vitcenda

Motion by Vitcenda, 2nd by Brandt, to approve the meeting agenda. The motion carried.
Motion by Suhsen, 2nd by Romnes, to approve the minutes of the meeting of November 18, 2003. Motion carried.
The Committee discussed the Wisconsin Counties Association Group Health Trust proposal for renewal of employee health insurance coverage for 2004 and alternative options for coverage. Employee health insurance coverage is the primary issue to be addressed in employee labor negotiations and the mediation session scheduled for December 19, 2003. The Committee determined to refer further discussion of negotiations concerning employee health insurance coverage to the closed session scheduled for the end of the meeting.
The Committee reviewed the recommendation of the Health and Human Services Board to approve Community Service Coordinator Shelley Bartz’s request for a flexible schedule and an educational leave of absence (reduced hours) from employment to pursue an education certification. Ms. Bartz presented information in support of the recommendation.
The Committee reviewed the recommendation of the Health and Human Services Board to consider a policy allowing for the donation of employee vacation days to other employees who are unable to work and have exhausted their sick and vacation days.
The Committee determined to discuss the recommendations of the Health and Human Services Board in relation to County employee bargaining unit agreements, personnel policies and practices, and labor negotiations in the closed session at the end of the meeting.
Human Resource Manager Carol Larson presented information about the application of federal and state family medical leave act provisions in Sawyer County and suggested changes in the County’s practice in regard to those provisions. Ms. Larson will prepare a proposal for those changes to present at the January meeting of the Committee.
The Committee reviewed a proposed resolution concerning the regulation of the development of high capacity water wells in Wisconsin and their affect on groundwater and an explanation of the issue provided by Sawyer County Land and Water Conservationist Dale Olson. No action was taken.
The Committee reviewed the monthly expense vouchers of the Human Resource Department. Motion by Romnes, 2nd by Vitcenda, to approve the vouchers. Motion carried.
The Committee reviewed revisions to the first 4 sections of a draft proposal for amendments to Sawyer County’s Personnel Administration Manual and reviewed and revised sections 5a and 5b of the draft.
Motion by Brandt, 2nd by Helwig, to convene into closed session, pursuant to section 19.85(1)(e), Wisconsin Statutes, for the purpose of discussing an employee request for a flexible schedule and an educational leave of absence (reduced hours) from employment, the donation of employee vacation days to other employees who are unable to work and have exhausted their sick and vacation days, and labor negotiations, including employee health insurance coverage for 2004. Motion carried by unanimous voice vote.
