Minutes of the meeting of the Finance Committee
Sawyer County Board of Supervisors
January 12, 2007, 9:00 a.m., Assembly Room, Sawyer County Courthouse

Motion by Bassett, 2nd by DeLong, to approve the meeting agenda. Motion carried.
Motion by Riedmann, 2nd by Bassett, to approve the December 13, 2006 meeting minutes. Motion carried.
Information Technology Department Director Mike Coleson presented 2 proposals for Courthouse telephone system modifications and equipment purchases costing as follows:
$34,995.00 - CenturyTel
$39,999.70 – KD Telecom
Mr. Coleson recommends the KD Telecom proposal. Motion by Bassett, 2nd by Riedmann, to recommend KD Telecom’s proposal to the County Board for approval. Motion carried.
The Committee reviewed the Agriculture and Extension Education Committee recommendation to approve the transfer of $615.43 from the repair and maintenance line item of the 2006 University of Wisconsin-Extension Department budget to the 2006 Courthouse Maintenance budget towards the expense of the renovations to the University of Wisconsin-Extension Department offices. Motion by DeLong, 2nd by Bassett, to recommend County Board approval of the transfer and expenditure. Motion carried.
The Committee reviewed the Forestry Committee recommendation to approve the expenditure of $3,000 from the Sawyer County Resource Development Fund towards the expense of funding an ATV and Snowmobile Coordinator position for Sawyer County. Motion by DeLong, 2nd by Bassett, to recommend County Board approval of the expenditure. Motion carried.
The Committee opened and reviewed the following sealed bids for 80 cases of letter size office paper to be purchased by the County for Courthouse departments:
$2,128.00 – Cole Papers
$2,239.20 – Northern Business Products
$2,320.00 – Unisource
$2,792.00 – Tri-State Business Systems
County Clerk Kris Mayberry reported that Cole Papers would provide 3 pallets (120 cases) of the paper at the bid price ($26.60 per case) if the County preferred. Motion by Bassett, 2nd by DeLong, to approve purchasing the 3 pallets from Cole Papers. Motion carried.
The Committee met with the new Hayward Youth Rescue (HYR) Commander James Walsh and the former HYR Commander Al Foeckler to review financial information provided by HYR. Funding for HYR was eliminated from the 2007 Sawyer County Budget as the Finance Committee did not receive requested financial information from HYR and as the Committee had questions about $6,500 previously provided by Sawyer County to HYR for aircraft expenses. Motion by Bassett, 2nd by DeLong, to authorize HYR to use $6,000 of the remaining balance of the $6,500 previously provided by Sawyer County to HYR for aircraft expenses for HYR operating expenses in 2007. Motion carried.
Health and Human Services Department Director Pete Sanders presented information about anticipated deficits in the Health and Human Services Department for 2006, including an anticipated deficit of approximately $196,000 for Human Services and of approximately $100,000 for Home Health. With an anticipated offset of an anticipated surplus of approximately $50,000 from Long Term Care the resulting total anticipated net deficit for the Health and Human Services Department for 2006 would be approximately $246,000.
County Treasurer Dianne Ince presented a financial report for Sawyer County through December of 2006. Motion by Bassett, 2nd by Riedmann, to approve the report. Motion carried.
The Committee reviewed the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County as follows:
§ Distributed to Sawyer County in December of 2006 - $113,271.25
§ Distributed to Sawyer County in 2006 through December - $1,479,025.11
§ Distributed to Sawyer County through the same month in 2005 - $1,455,235.40
§ 2006 Sawyer County Budget sales and use tax revenue forecast - $1,200,000
The Committee discussed the development of a procedure for County departments and committees to begin a process of evaluating and prioritizing services provided by each department of Sawyer County.
The Committee reviewed the monthly expense vouchers for the departments of Sawyer County. Motion by Riedmann, 2nd by Bassett, to approve the vouchers. Motion carried.
The Committee reviewed an invoice received from Anderson, Hager & Moe for the balance owed for accounting services during 2006. Motion by Riedmann, 2nd by DeLong, to approve payment for the services. Motion carried.
Motion by Bassett, 2nd by DeLong, to adjourn the meeting. Motion carried.
