The meeting was called to order at 9:00 a.m. by Bassett. Motion by Bassett, second by Zietlow, to approve the agenda with the following additions: 2006 Wildlife Damage crop reimbursement rates; 2006 Wildlife Damage claims; bids for sale of 1999 Jeep Cherokee; and a closed session pursuant to section 19.85(1)(c), Wisconsin Statutes, for the evaluation of department employees. Motion carried.
Motion by Riedmann, second by Mrotek, to approve the minutes from the December 5, 2006 meeting. Motion carried.
Land Sale Concerns
Motion by Bassett, second by Mrotek, to approve the land sale of parcel number 002-109-07-0300, Section 31, Twp. 40 R. 8W, Abendpost 2nd Addition, Lots 3 & 4, Block 7 to Robert Wick and Sam Millward. Motion carried.
Release of Gravel Rights
Nelson Lake Property transfer from Department of Transportation
Olson reported that the deed has been recorded. County survey staff will prepare a certified survey map for the entire parcel.
Enbridge Energy Request for Easement on County Property
Request by Enbridge Energy to exercise their right to add an additional pipeline on an existing agreement for county-owned parcel (section 22, Twp. 39N, R. 9W). Motion by Riedmann, second by Mrotek, to approve entering into the agreement with Enbridge Energy and authorize the county clerk to sign and receive the agreement documents. Motion carried. Discussion regarding access across pipeline to Upper Holly Lake.
Motion by Bassett, second by Mrotek to amend the motion to include language that the agreement is contingent on an inclusion for the right to develop future lake access across the pipeline. Motion carried.
Tyrolt reported on preliminary results of water quality data samples from 2006. Several sites are showing improvements in water quality, however, the preliminary core data from Grindstone Lake is indicating a significant negative trend in the past ten years.
Work reports, 2006 annual report, and 2007 work plans distributed and discussed.
Bids for Sale of Jeep
One bid received from Jason Alcoe for $2,007. Motion by Riedmann, second by Bassett, to approve the sale of the Jeep to Alcoe for $2,007. Motion carried.
Establish 2006 Wildlife Damage Crop Reimbursement Rates
Motion by Riedmann, second by Mrotek, to establish the 2006 wildlife damage crop reimbursement rates as follows: corn $3.55; soybeans $6.58; sunflowers $8.00 per 100 lbs.; oats $2.51; alfalfa $125.00 per ton; flowers .30 each; and silage $25 per ton. Motion carried. Ploger abstained,
2006 Wildlife Damage Claims
Wildlife damage claims reviewed. Motion by Riedmann, second by Bassett, to approve the 2006 wildlife damage claims as presented. Motion carried. Ploger abstained.
AIS Coordinator Grant Sponsorship/Resolution
Motion by Bassett, second by Mrotek, to approve sponsorship of the AIS (aquatic invasive species) Control Coordinator grant and a resolution to authorize the county conservationist to act on behalf of Sawyer County to submit the grant, sign documents and other actions for the project. Motion carried.
SEH Engineering Update for Round Lake Project
Olson presented map of Billyboy Dam hydraulic shadow in the event of dam failure and the results of regional flood elevation determinations for Round, Little Round, Osprey, Lac Courte Oreilles, Little Lac Courte Oreilles, Grindstone, Little Grindstone, Sand, Upper Holly and Whitefish lakes. All studies have been submitted to the DNR for review and approval.
Evaluate/Prioritize Department Services
Review and discussion of department basic services and costs. Olson indicated water quality and aquatic invasive species control are first and second priorities respectively.
Motin by Riedmann, second by Zietlow, to approve the invoices presented. Motion carried.
Other Business for Discussion
Olson presented plan for installation of additional rip-rap below Price Dam. Will present the plan to Town of Winter as joint project as agreed in the Price Dam Operation and Maintenance Plan. Project will be included in 2007 dam maintenance projects.
Motion by Riedmann, second by Bassett, to take a five minute break and reconvene in closed session at 11:10 a.m. pursuant to section 19.85(1)(c), Wisconsin Statutes, for the evaluation of department employees. Motion carried.
Motion by Riedmann, second by Bassett, to return to Open Session. Motion carried. Motion by Riedmann, second by Bassett, to adjourn. Motion carried. Meeting was adjourned at 11:55 a.m.
