minutes of the meeting of the Property and Airport Committee, Sawyer County Board of Supervisors
January 8, 2007, 9:00 a.m., Assembly Room, Sawyer County Courthouse

Motion by Olson, 2nd DeLong, to approve the meeting agenda. Motion carried.
Motion by DeLong, 2nd Mrotek, to approve the December 7, 2006 meeting minutes. Motion carried.
Maintenance Department Supervisor Dennis Erickson reviewed plans that he had developed several years ago for an addition to the Sawyer County Courthouse to address the space needs of County offices. The Committee determined to further review the plans at the February meeting of the Committee.
Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned for the Maintenance Department, including relocation of the Forestry Department, the UW-Extension Department, and the Human Resource Department; facility electric system upgrades; and assistance with the Hayward Library project. Motion by Mrotek, 2nd by Zietlow, to accept the Maintenance Department report. Motion carried.
Maintenance Department Supervisor Dennis Erickson reported that Wisconsin Department of Corrections jail inspectors had asked for verification that the paint used on prisoner dining tables in the Jail addition is approved for the use. Mr. Erickson has requested Valspar, the paint supplier, to verify to the Department of Corrections that the paint is approved. The inspectors are scheduled to return on January 15, 2007.
The Committee reviewed the monthly Maintenance Department expense vouchers. Motion by DeLong, 2nd by Mrotek, to approve the monthly expense vouchers. Motion carried.
Ambulance Service and Emergency Government Department Director Brian Cody and County Supervisor James Bassett presented information about the opportunity for a Lifelink III helicopter base to be located at the Sawyer County Airport. Lifelink III is considering several locations in northwest Wisconsin for a base. The Committee determined to invite representatives of Lifelink III to attend the February meeting of the Committee or the Economic Development and Planning Committee meeting scheduled for January 18, 2007.
A teleconference was held with Wisconsin Department of Transportation Bureau of Aeronautics representatives Mark Arnold, Matt Malicki, and Mary Strait concerning the Sawyer County Airport improvement project. Mr. Arnold indicated that a hydrology study is being required by the U.S. Environmental Protection Agency and that the U.S. Federal Aviation Administration requests additional information concerning proposed wetland impact mitigation sites in the Airport improvement project’s environmental assessment document. The Committee requested that a meeting be scheduled with representatives of the Bureau of Aeronautics, Cooper Engineering (project engineers), Sawyer County, federal and state legislators representing Sawyer County, and the environmental protection agencies that have not yet joined in a finding that the Airport project will not result in a significant environmental impact. The purpose of the meeting would be to resolve all remaining issues to move forward with the project.
The Committee asked the Bureau of Aeronautics representatives about the continued availability of federal earmarked funds for the Airport, and federal entitlement funds for the Airport. Mr. Arnold indicated that the availability of federal earmarked funds is yet to be determined by Congress, but that Sawyer County’s entitlement funds are available and need to be expended by certain deadlines. There was a discussion of potential projects for the expenditure of these funds.
Tri-R Realty Broker Owner Mary Reinemann presented information about the hangar owned by W.D. Larson at the Sawyer County Airport which is being offered for sale at the price of $425,000. The hangar is located adjacent to the main runway apron at the Airport and next to the hangar owned by the Airport’s fixed-base operator L & L Aviation. Due to the strategic location of the hangar the Committee expressed some interest in the County’s acquisition of the hangar. The Wisconsin Bureau of Aeronautics indicated that state and federal funds may be used for the purchase of hangars, but only if the hangars are used for purposes specified in the funding provisions. The Committee determined to review information about the cost of an appraisal of the hangar at the February meeting of the Committee.
Dan and Patty Leslie, of L & L Aviation (contracted Sawyer County Airport management), presented a report on projects, operations, and conditions at the Sawyer County Airport. Motion by Zietlow, 2nd by DeLong, to accept the report. Motion carried.
The Committee reviewed the monthly expense vouchers for the Airport. Motion by Miller, 2nd by DeLong, to approve the vouchers. Motion carried.
Lloyd Driessen presented information about the Hayward Youth Rescue (Civil Air Patrol) unit based at the Sawyer County Airport.
County Clerk Kris Mayberry reported that RJF Agency Account Executive Jane Thompson submitted an application to Phoenix Aviation Managers for a proposal for renewal of Sawyer County’s Airport liability insurance coverage which expires March 15, 2007. The Committee determined to authorize the County Clerk and the Committee Chair to request proposals for the coverage from other companies only if they find the proposal for renewal of the present insurance coverage objectionable when it is received.
Motion by Miller, 2nd by Zietlow, to convene into closed session, pursuant to section 19.85 (1) (c), Wisconsin Statutes, for the evaluation of department employees. Motion carried by unanimous voice vote.
