Minutes of the meeting of the Property and Airport Committee

Sawyer County Board of Supervisors

January 7, 2004, 8:30 a.m., Assembly Room, Sawyer County Courthouse

members present: John Hirschfeld (Chairman), Melvin Olson, Nate DeLong, Mark Kelsey

Motion by DeLong, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.

Motion by Olson, 2nd by Kelsey, to approve the minutes of the meeting of December 8, 2003. Motion carried.

Maintenance Department Supervisor Erickson reported on projects completed, in progress, and planned for the Maintenance Department, including projects in the Law Enforcement Center, the Large Courtroom, the Health and Human Services Department, and the Radisson Highway Shop.

The Committee discussed the proposal for the installation of 2 wireless antennae to connect the Maintenance Department to the Courthouse information system.

Mr. Erickson presented an estimate of $1,132 as the cost of fencing the Courthouse courtyard from outside incursion and installing a keyless entry system on the door across from the Large Courtroom. Motion by DeLong, 2nd by Kelsey, to recommend Finance Committee and County Board approval of transferring and expending this amount from the Contingency Fund Account. Motion carried.

The Committee reviewed the American Birkebeiner Foundation request to use the Courthouse parking lot for the purpose of gear bag pick up by Birkebeiner Race skiers on February 21, 2004. Mr. DeLong expressed concern that this would reduce parking available for the race. Motion by Kelsey, 2nd by Olson, to approve the request with the terms and conditions of the use to be approved by Maintenance Department Supervisor Dennis Erickson. Motion carried. Mr. DeLong voted no.

Dan and Patty Leslie, of L & L Aviation (contracted Sawyer County Airport management), presented their monthly report on operations and conditions at the Sawyer County Airport.

The Committee reviewed a proposed resolution petitioning the State of Wisconsin Secretary of Transportation for Airport improvement aid for the Sawyer County Airport improvement project and discussed the public hearing that was held on January 6, 2004, for the project’s environmental assessment and funding. County Board approval of the resolution is required for the project to proceed. Motion by DeLong, 2nd by Hirschfeld, to recommend County Board approval of the resolution. Motion carried.

The Committee reviewed the request of Charles Granger for approval to lease an area for the construction of an aircraft hangar at the Airport. The Committee expressed concern for the effect of the construction of a hangar at the site on rainwater drainage in the hangar area. Motion by DeLong, 2nd by Kelsey, to table the request to allow for an investigation of this issue. Motion carried.

The Committee determined that the issue of aircraft hangar regulation and inspection by the County will be included on the agenda for the February meeting of the Committee.

The Committee reviewed the monthly expense vouchers for the Maintenance Department and the Airport. Motion by Kelsey, 2nd by Olson, to approve the vouchers. Motion carried.
