Minutes of the meeting of the Finance Committee
Sawyer County Board of Supervisors
January 13, 2003, 9:00 a.m., Assembly Room, Sawyer County Courthouse

also present: County Board Chairman Hal Helwig and County Clerk Kris Mayberry
Motion by Bassett, 2nd by Romnes, to approve the meeting agenda. Motion carried.
Motion by Romnes, 2nd by Bassett, to approve the minutes of the meeting of December 12, 2003. Motion carried.
The Committee opened and reviewed the following sealed bids for the purchase of 80 cases of letter size and 10 cases of legal size paper:
Northern Business Products - $1,899.00
North Country Business Products - $2,239.20
Motion by Bassett, 2nd by Romnes, to approve the purchase of paper from Northern Business Products. Motion carried.
The Committee reviewed the recommendation of the Courthouse Committee to approve a proposal requested by Maintenance Department Supervisor Dennis Erickson and developed by Information Technology Department Director Mike Coleson for the installation of wireless radio antennae on the Veterans Service Department building roof and on the Maintenance Department building roof to connect the Maintenance Department to the Courthouse computer network at an estimated cost of $1,600. The connection would allow:
· The Maintenance Department an Internet connection for vehicle, building, and grounds maintenance product registration and ordering, and for access to resources such as Chilton’s Online (vehicle repair information).
· The County Surveyor’s Office access for downloading information from their GPS device from the Maintenance Department building where it is stored rather than carrying it to the Courthouse.
Motion by Bassett, 2nd by Romnes, to recommend County Board approval of the proposal and that the funds for the installation be taken from the Contingency Fund Account of the 2003 Sawyer County Budget. Motion carried.
The Committee reviewed the recommendation of the Courthouse Committee to approve County Surveyor Dan Pleoger’s request for the transfer and expenditure of funds to replace the ½ ton pickup truck now used by the County survey crew with a new ¾ ton pickup truck. Upon weighing the ½ ton truck when loaded with the equipment normally used for surveying it was found that the weight exceeded manufacturer’s limits. Mr. Pleoger had expressed to the Courthouse Committee his concern for the expenditures needed to repair the ½ ton truck and for the safety of operating the ½ ton truck in excess of recommended limits. Motion by Romnes, 2nd by Bassett, to recommend County Board approval of the request with the funds for the purchase to come from the Contingency Fund Account of the 2003 Sawyer County Budget. Motion carried.
The Committee reviewed the recommendation of the Property and Airport Committee to approve transferring and expending $1,132 from the Contingency Fund Account of the Sawyer County Budget as the estimated cost of fencing the Courthouse courtyard from outside incursion and installing a keyless entry system on the door across from the Large Courtroom. Motion by Bassett, 2nd by Romnes, to forward the recommendation of the Property and Airport Committee to the County Board without the support of the Finance Committee. Motion carried.
County Clerk Kris Mayberry reported that funds would later need to be designated and transferred to pay for:
- Virchow Krause consulting services for compliance with the new governmental accounting standards ($13,250-$16,500).
- 2004 employee wage and benefit adjustments.
- The increase in the monthly CenturyTel charges to departments that resulted from the switch to the centrex telecommunications system in the Courthouse.
The Committee reviewed the financial report for December of 2003 prepared by County Treasurer Dianne Ince. Motion by Bassett, 2nd by Romnes, to approve the report. Motion carried.
Ms. Ince recommended that the County’s savings account at the Hayward Community Credit Union earning only 1.25% interest be closed and the money be transferred to the County’s checking account at Chippewa Valley Bank earning 2% interest. Motion by Bassett, 2nd by Romnes, to approve the recommendation. Motion carried.
The Committee reviewed the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County as follows:
§ distributed to Sawyer County in December of 2003 - $102,488.78
§ distributed to Sawyer County in 2003 through December of 2003 - $1,340,227.50
§ distributed to Sawyer County through the same month in 2002 - $1,282,142.60
§ 2003 Sawyer County Budget sales and use tax revenue forecast - $1,200,000
County Board Chairman Hal Helwig and County Clerk Kris Mayberry reported that the Wisconsin Department of Commerce informed Mr. Helwig, by letter dated January 7, 2004, that there were deficiencies in the documentation provided by Northwest Regional Planning Commission as administrators of the County’s Community Development Block Grant program for housing rehabilitation. The letter established January 30, 2004 as the date that the documentation must be provided.
The Committee reviewed monthly department expense vouchers. Motion by Bassett, 2nd by Romnes, to approve payment of the vouchers. Motion carried.
