Minutes of the meeting of the Courthouse Committee
Sawyer County Board of Supervisors
February 6, 2003, 8:30 a.m., Assembly Room, Sawyer County Courthouse
members present: James Bassett (Committee Vice-Chairman), Bruce Miller, Arlene Brandt, Tom Pydo
Motion by Miller, 2nd by Brandt, to approve the meeting agenda. Motion carried.
Motion by Miller, 2nd by Pydo, to approve the minutes of the meeting of January 6, 2004. Motion carried.
Land Records Department Director Robyn Thake requested approval to attend the annual Wisconsin Land Information Association convention scheduled for March 3-5, 2004 in Wisconsin Dells. Motion by Miller, 2nd by Pydo, to approve the request. Motion carried.
Ms. Thake and Human Resource Manager Carol Larson presented a request to fill a vacancy and the revised position description for the existing and budgeted Mapper position in the Land Records Department. Motion by Miller, 2nd by Brandt, to authorize posting and advertising to fill the position and to recommend approval of the position description to the Personnel and Administrative Committee. Motion carried.
The Committee discussed whether the County should purchase or lease a large format scanner to scan the large documents and maps of the County or whether to contract with a private company for large format scanning services. Information Technology Department Director Mike Coleson has requested proposals for scanning services. The Committee determined to further discuss the matter at the March meeting of the Committee.
Register of Deeds Paula Chisser and Human Resource Manager Carol Larson presented a request to fill a vacancy and the position description for the existing and budgeted Deputy Register of Deeds position. Ms. Larson reported that she had confirmed with County labor attorney Kathryn Prenn that the Register of Deeds has the authority to appoint the Deputy Register of Deeds without posting or advertising the position vacancy. Motion by Miller, 2nd by Bassett, to authorize that the position be filled. Motion carried.
Ms. Chisser requested approval to attend the spring Register of Deeds convention scheduled for March 7-10, 2004 in Madison. Motion by Pydo, 2nd by Brandt, to approve the request. Motion carried.
Ms. Chisser presented a report of document recording activity for the Register of Deeds Office for 2003. The report indicated that 11,515 documents were recorded in 2003 compared to 9998 documents recorded in 2002. Transfer fees collected in 2003 totaled $457,733.30 compared to $495,400.65 in 2002.
Information Technology Department Director Mike Coleson requested approval to sell for $500 the telephone equipment that was replaced in Courthouse departments to a company from Myrtle Beach, South Carolina. The company will pay shipping charges. Motion by Miller, 2nd by Pydo, to approve selling the equipment. Motion carried.
The Committee reviewed Judicial Assistant Mary Lokken’s request for approval to attend the Tenth District Judges meeting (about case scheduling, calendaring, and monitoring) scheduled for March 5, 2004 in Shell Lake. Motion by Miller, 2nd by Pydo, to approve the request. Motion carried.
The Committee reviewed the monthly department expense vouchers. Motion by Miller, 2nd by Pydo, to approve the vouchers. Motion carried.
The Committee reviewed a proposal for renewal of the County’s liability insurance coverage for the Airport from Wing’s Insurance Agency ($4,800 annual premium with an additional $5,000 for terrorism coverage) and an alternative proposal from Aegis Corporation, the administrator for the Wisconsin County Mutual Insurance Corporation, ($7,500 annual premium, excluding terrorism coverage) for the policy period of March 15, 2004 through March 15, 2005. Motion by Miller, 2nd by Bassett, to recommend County Board approval of renewing the coverage with Wing’s Insurance Agency, with a waiver of the terrorism coverage. Motion carried.
County Clerk Kris Mayberry reviewed recent developments in claims and litigation involving Sawyer County.
County Surveyor Dan Pleoger presented the following proposals for the purchase of a new 2004 ¾ ton 4WD extended cab pickup truck (including the trade-in of a 1997 ½ ton pickup) for the County survey crew:
$16,488.00 – 2004 Ford F-250 - Don Johnson Auto Group
$17,610.88 – 2004 Chevrolet Silverado 2500HD - Don Johnson Auto Group
$19,096.00 – 2004 Dodge Ram 2500 – Gillis Motors
County Clerk Kris Mayberry confirmed that he had not put the purchase of a new truck on the meeting agenda, limiting the Committee’s ability to approve the purchase of the truck at this meeting. The Committee reviewed the proposals and requested more specific information about the trucks. Motion by Miller, 2nd by Brandt, to refer the selection of a truck to the Finance Committee. Motion carried.
Motion by Miller, 2nd by Pydo, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for the purpose of conducting employee evaluations. Motion carried by unanimous voice vote.
