Minutes of the meeting of the Finance Committee

Sawyer County Board of Supervisors

February 13, 2003, 9:00 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Arlene Brandt (Chair), James Bassett, Frank Romnes, Nate DeLong, Robert Vitcenda

Motion by Vitcenda, 2nd by Bassett, to approve the meeting agenda.  Motion carried.

 

Motion by Bassett, 2nd by Vitcenda, to approve the minutes of the meeting of January 13, 2004.  Motion carried.

 

Michael J. Hager, of Certified Public Accountants Anderson, Hager, & Moe, presented a proposal for the 2003 Sawyer County financial statement and audit.  Mr. Hager explained that the proposal was for an hourly charge (not to exceed $57.50 per hour) due to the new and uncertain requirements of the Government Account Standards Board.  Motion by Vitcenda, 2nd by Bassett, to recommend County Board approval of the proposal, and to request that Anderson, Hager, & Moe provide the County with an hourly breakdown of their charges with the final billing.  Motion carried.

 

County Surveyor Dan Pleoger presented proposals for the purchase of a new 2004 ¾ ton 4WD extended cab pickup truck for the County survey crew.  County Clerk Kris Mayberry confirmed that he had not put the purchase of a new truck on the Courthouse Committee meeting agenda, limiting the Committee’s ability to approve the purchase of the truck at this meeting.  The Courthouse Committee reviewed the proposals, requested more specific information about the trucks, and referred the selection of a truck to the Finance Committee.  Motion by Romnes, 2nd by Vitcenda, to refer the selection of a truck back to the Courthouse Committee.  Motion carried.

 

The Committee reviewed information provided by the American Transmission Company projecting the economic benefits for Sawyer County that would result from the Arrowhead-Weston electrical transmission project.  The company projects a one-time environmental impact fee to be paid to county and town governments, including $986,038 to be paid to Sawyer County.  An annual impact fee is projected to include an initial annual payment of $59,162 to Sawyer County.

 

The Committee reviewed information provided by the State of Wisconsin Elections Board about the new Statewide Voter Registration System (SVRS).  The System is Wisconsin’s response to the federal Help America Vote Act (HAVA) enacted by Congress to make sweeping reforms and improvements to voting systems and voter access in all states.   HAVA mandates that all voter registration records be stored within a single, centralized, registration system.  The implementation of HAVA in the State of Wisconsin will result in a new database and new processes for every municipality in the State.  The data related to those processes will be maintained within the new SVRS.  Proposed statutes would allow for municipalities to partner with another municipality or county to share technology and resources.  County Clerk Kris Mayberry reported that the Elections Board held a meeting of Sawyer County’s town, village, and city clerks.  Most town and village clerks expressed an interest in partnering with the County to provide the technological requirements of accessing the statewide election database.  Motion by DeLong, 2nd by Bassett, to authorize the County Clerk’s Office to offer assistance to the municipalities of Sawyer County that request assistance with compliance with the new Statewide Voter Registration System.  Motion carried.

 

County Clerk Kris Mayberry reported that funds would later need to be designated and transferred to pay for:

  • Virchow Krause consulting services for compliance with the new governmental accounting standards ($13,250-$16,500).
  • 2004 employee wage and benefit adjustments.
  • The increase in the monthly CenturyTel charges to departments that result from the switch to the centrex telecommunications system in the Courthouse.

 

The Committee reviewed the recommendation of the Public Safety Committee that the Animal Control Officer be paid for overtime hours worked in 2003 from the Contingency Fund Account of the 2003 Sawyer County Budget.  Motion by Bassett, 2nd by DeLong, to approve the recommendation.  Motion carried.  Mr. Vitcenda voted no.

 

Ambulance Service and Emergency Government Department Director Brian Cody had advised that no used ambulances within the targeted price range are available at this time.  There is, therefore, no need for the Committee to discuss transferring funds for the purchase of an ambulance for Stone Lake.

 

The Committee discussed the Highway Committee’s concerns for the maintenance, repair, and replacement expenses for the vehicle fuel storage and dispensing system at the Highway Department.  Several County departments and Sawyer County and LCO Transportation Commission vehicles dispense fuel from the tanks.  The Highway Department is responsible for charging for the fuel dispensed from the fuel storage and dispensing system. 

 

The Committee reviewed the financial report for January of 2004 prepared by County Treasurer Dianne Ince.  Motion by Vitcenda, 2nd by Bassett, to approve the report.  Motion carried.

 

The Committee reviewed the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County as follows:

§         distributed to Sawyer County in January of 2004 - $93,340.27

§         distributed to Sawyer County in 2004 through January of 2004 - $93,340.27

§         distributed to Sawyer County through the same month in 2003 - $93,900.00

§         2004 Sawyer County Budget sales and use tax revenue forecast - $1,200,000

 

Motion by Vitcenda, 2nd by Bassett, to approve County Clerk Kris Mayberry’s attendance at the Wisconsin County Clerk’s Association conference to be held March 8-10, 2004, in Madison.  Motion carried.

 

The Committee reviewed monthly department expense vouchers.  Motion by Vitcenda, 2nd by Bassett, to approve payment of the vouchers.  Motion carried.

 

The Committee reviewed and affirmed the decision of Aegis Corporation to decline payment of the attorney fees of an employee who retained their own attorney for the investigation of a liability claim.

 

Motion by Vitcenda, 2nd by Bassett, to adjourn the meeting.  Motion carried.
