Meeting Minutes of February 11, 2004 Highway Committee Meeting



Draft  -  Subject to approval by the Highway Committee


Committee Members Present:  Bob Vitcenda, Bill Voight, Don Trettin and Mel Olson

County Personnel Present:  Gary Gedart, Joanne Nitz and John Czarnecki

Others Present:  Phil Nies


The meeting was called to order by Chairman Bob Vitcenda at 9:00 a.m.


1.                   Approve agenda and any additions


Motion by Voight, second by Trettin to approve the agenda as presented.

Motion carried.


2.                   Approve minutes from the January meeting.


Motion by Olson, second by Voight to approve minutes from the January meeting.

Motion carried.


3.                   Audience Recognition


Terry Patenaude representing the Sawyer County Highway Employees Association was present with a request from the Association to have the winter hours be changed to 7:00 a.m. to 3:00 p.m.  The committee felt that they need some time to talk to John and Gary in regards to this request and it will be put on the March agenda.



4.                   Review specifications for equipment bids


The specifications for a router, skidsteer, and a 1 -ton patrol truck were reviewed by the committee.  Motion by Trettin, second by Olson to advertise for bids for the above listed pieces of equipment.  Motion carried.


5.                   Discuss donation of Highway Department equipment and services


Gary indicated that he had called other counties to see if they had any policies in place, none of the counties he called have any policy in place right now.  The committee felt that this should be tabled to the March meeting so Gary could have time to study some more counties and gather more information in regards to this issue.  Motion by Olson, second by Trettin to table to the March meeting to gather more information.  Motion carried.


6.                   Discuss ways to recover Highway Department fuel system costs


Joanne gave the amounts of fuel being pumped from the Hayward Shop by the various departments.  The unleaded gas is being used mainly by the Sheriff’s Department, and the diesel is mainly the Highway Department.  After further discussion, a motion was made by Voight, second by Trettin to have an understanding with the Finance Committee to have repairs for the fuel system and shop gates come from the county contingency fund.  Motion carried.




7.                   Discuss reorganization plan


The Highway Committee would like to notify the Highway Department employees that they are doing a good job.  Gary will put a letter together and have Chairman Vitcenda sign it, and it will be put with the paychecks on February 27, 2004.


8.                   Commissioners Report


Gary indicated that the winter maintenance budget is over by $9300.00.  Gary indicated that the crew has been testing out some of the skidsteers that the vendors have dropped off.  Gary indicated that Joanne has been attending the open law meetings at the courthouse, which will help with issues relating to the Highway Committee meetings.  Gary explained to the committee that the state is getting out of the signing business and wanted to know if Sawyer County would be interested in getting a truck.  The committee felt that if it would help out the Highway Department they would go along with it. Gary will do some more checking to find out where the state is at with this issue.

Bill Voight indicated that he attended the winter conference and felt it was very informative and well worth the time to attend. 


11.               Out of county travel


John to Patrol Superintendents Meeting in Rusk County on Feb. 20,  2004.

Gary to Commissioners Meeting in Barron County on Feb. 20, 2004.

Gary to Machinery Management Meeting in Plover on Feb. 27, 2004.


Motion by Voight, second by Vitcenda to approve out of county travel.  Motion carried.


12.               Review and approve voucher for January bills


Motion by Voight, second by Trettin to approve voucher for January bills.  Motion carried.



13.               Closed session pursuant to Wisconsin Statutes 19.85 (1) (c) for the purpose of considering

Non -union employment compensation, and performance evaluation of Highway Department personnel


(Minutes of closed session are kept in a confidential file at the office of the Highway Commissioner, and the office of the County Clerk)



14.               Adjournment


Motion by Trettin, second by Voight to reconvene into open session and simultaneously adjourn at 12:15 p.m.  Motion carried.
