Minutes of the meeting of the Personnel and Administrative Committee
Sawyer County Board of Supervisors
January 15, 2008, 9:00 a.m.
Assembly Room, Sawyer County Courthouse
present: Hal Helwig (Chair), James Bassett, Patricia Aderman, Kathy McCoy, Shirley Riedmann, Nate DeLong, Ron Kinsley
also present: Human Resource Manager Carol Larson, County Clerk Kris Mayberry
Motion by Bassett, 2nd by Riedmann, to approve the meeting agenda. Motion carried.
Motion by Bassett, 2nd by Aderman, to approve the minutes of the meeting of November 9, 2007. Motion carried.
Sawyer County Highway Commissioner Gary Gedart presented the Highway Committee recommendation to approve a request to fill a vacancy in a budgeted Highway Department Mechanic position at such time as the Committee deems necessary during 2008. The Highway Committee intends to utilize other Highway Department personnel to maintain and repair Highway Department vehicles until the Committee deems it necessary to fill this position. Motion by Kinsley, 2nd by Aderman, to recommend County Board approval of the request. Motion carried.
Ambulance Service and Emergency Government Department Director Brian Cody presented a proposal to offer Courthouse employees the opportunity to attend three two-hour classes in CPR and defibrillator training with each employee using an hour of their lunch time and an hour of paid work time to attend each class. Mr. Cody indicated that there are funds in the Ambulance Service and Emergency Government Department budget to pay the registration fees for the classes. Motion by Bassett, 2nd Motion carried. by Riedmann, to approve the proposal.
Courthouse Employee Bargaining Unit Representative James Mattson presented grievances numbered 0705 and 0706 objecting to policies of the Health and Human Services Department for the payment of mileage and wages to a Personal Care Worker who resides near Minong, Wisconsin. Personal Care Worker Shirley Scharping-Anderson and Courthouse Employee Bargaining Unit Steward Louise Ladenthin and President Gerri Schultz were present on behalf of the Bargaining Unit. Human Resource Manager Carol Larson presented the Health and Human Services Department position in support of the Department’s policy. Health and Human Services Department Director Pete Sanders was present and answered questions on behalf of the Department. The Committee indicated that it might need additional information concerning the policies and practices of the Health and Human Services Department prior to responding to the grievance. Mr. Mattson indicated a willingness to extend the time for the Committee to gather the information and render a decision. Motion by Bassett, 2nd by Riedmann, to refer deliberation concerning the grievance to the closed session at the end of the meeting. Motion carried.
The Committee discussed the process used by department committees to review the use of compensatory time by the employees of each department.
Human Resource Manager Carol Larson presented a proposed amended Appendix A (Employee Benefits for Non-Represented Employees) to the Personnel and Administrative Policies of Sawyer County. The amendments update compensation amounts to reflect 2008 rates. Motion by Bassett, 2nd by McCoy, to recommend County Board approval of the amendments. Motion carried.
Human Resource Manager Carol Larson presented a proposed new form to be used by departments for employee performance evaluations. Motion by Riedmann, 2nd by Bassett, to approve use of the form. Motion carried.
Human Resource Manager Carol Larson presented information discussed by the Sawyer County Employee Health and Safety Committee about:
· Participation by employees in the Lighten Up Wisconsin 100 Day Challenge. The Challenge is a team based exercise and weight loss initiative.
· Opportunities for development of a worksite wellness program.
There were no monthly expense vouchers for the Human Resource Department.
Human Resource Manager Carol Larson reported that Sawyer County experienced a net savings of $5,074.06 from employee participation in the employee flexible spending account program through payroll deductions.
Human Resource Manager Carol Larson presented the new form that will be generated from the payroll system to provide each employee with a summary of the value of the wages and benefits provided to them by Sawyer County in 2007.
The Committee discussed whether Sawyer County needs a policy for participation and attendance at meetings by members of the County Board and committees by the use of speaker telephones and determined that this should be addressed following the April County Board reorganization meeting. Information would be obtained from other counties in Wisconsin as to their policies and practices in regards to this issue.
Motion by Riedmann, 2nd by Bassett, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, to deliberate concerning the above-referenced employee grievance. Motion carried by unanimous voice vote.
