Minutes of the meeting of the Personnel and Administrative Committee

Sawyer County Board of Supervisors

February 17, 2004, 9:00 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Hal Helwig (Chairman), Arlene Brandt, Shirley Suhsen, Frank Romnes, Robert Vitcenda, Don Trettin, Mark Kelsey

 

also present:  Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Brandt, 2nd by Kelsey, to approve the meeting agenda.  The motion carried.

 

Motion by Vitcenda, 2nd by Trettin, to approve the minutes of the meeting of January 14, 2004.  Motion carried.

 

Land Records Department Director Robyn Thake and Human Resource Manager Carol Larson presented the recommendation of the Courthouse Committee to approve the revised position description for the existing and budgeted Mapper position in the Land Records Department.  The Personnel and Administrative Committee requested that Ms. Larson make further revisions to the description.  Motion by Vitcenda, 2nd by Brandt, to approve the position description as revised.  Motion carried.

 

Register of Deeds Paula Chisser and Human Resource Manager Carol Larson presented a position description for the existing and budgeted Deputy Register of Deeds position.  Ms. Larson reported that she had confirmed with County labor attorney Kathryn Prenn that the Register of Deeds has the authority to appoint the Deputy Register of Deeds without posting or advertising the position vacancy.  Motion by Suhsen, 2nd by Brandt, to approve the position description.  Motion carried.

 

Motion by Vitcenda, 2nd by Trettin, to refer further discussion of the County’s rights and obligations under the posting provisions of County employee bargaining unit agreements to the closed session at the end of the meeting.  Motion carried by unanimous voice vote.

 

The Committee discussed the recommendation of the Health and Human Services Board to approve the payment of $1,812 to Ruth Guyer for accrued vacation and sick leave in addition to the $12,000 she received under her release and retirement agreement with Sawyer County.  Motion by Suhsen, 2nd by Kelsey, to approve the recommendation.  Motion carried.

 

The Committee discussed 2004 salary adjustments for the non-represented employees of Sawyer County.  Following several revisions the Committee reviewed a Proposed 2003-2004 Salary Schedule for Non-Represented Employees (Attachment A hereto).  Motion by Romnes, 2nd by Vitcenda, to recommend approval of the Schedule to the County Board.  Motion carried.

 

The Committee reviewed and discussed a petition to the State of Wisconsin Employment Relations Commission by Sawyer County’s law enforcement employee bargaining unit to have the Truancy Officer position recognized and placed into the bargaining unit.  Motion by Kelsey, 2nd by Suhsen, to recommend that the County Board voluntarily recognize the position as a bargaining unit position contingent upon the approval of the attached Side Letter of Agreement (Attachment B hereto) by all parties.  Motion carried.  Mr. Trettin and Mr. Vitcenda voted no.

 

Ms. Larson reported that department head and employee evaluations were going well in department committees.

 

The Committee determined to evaluate the Human Resource Manager prior to June when notice is due as to whether the County intends to renew its agreement for the position with Northwest Regional Planning Commission.

 

The Committee determined to defer further review of amendments to Sawyer County’s Personnel Administration Manual until later meetings of the Committee.

 

The Committee reviewed the monthly expense vouchers of the Human Resource Department.  Motion by Kelsey, 2nd by Vitcenda, to approve the vouchers.  Motion carried.

 

Motion by Vitcenda, 2nd by Kelsey, to convene into closed session, pursuant to section 19.85(1)(e), Wisconsin Statutes, for the purpose of discussing the County’s rights and obligations under the posting provisions of County employee bargaining unit agreements.  Motion carried by unanimous voice vote.

Motion by Kelsey, 2nd by Vitcenda, to reconvene into open session.  Motion carried by unanimous voice vote.

 

Motion by Suhsen, 2nd by Vitcenda, to adjourn the meeting.  Motion carried.
