Motion by Miller, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.
Motion by Olson, 2nd by DeLong, to approve the January 8, 2008 meeting minutes. Motion carried.
Health and Human Services Department Director Pete Sanders presented information about an option being discussed by the Health and Human Services Board to have Sawyer County provide and operate a residential program and facility to house residents with short-term substance abuse and mental health issues. These services are presently being provided by the Hayward Area Memorial Hospital and programs located outside of Sawyer County. Mr. Sanders indicated that he was exploring the option of having a facility constructed on land near the Sawyer County Law Enforcement Center or purchasing an existing facility located on Greenwood Lane in the City of Hayward. Maintenance Department Supervisor Dennis Erickson estimated that the facility on Greenwood Lane would require approximately $80,000 for renovations for the purposes intended. An analysis is in progress to determine whether Sawyer County would be able to save money by providing rather than contracting for these residential programs. Existing Health and Human Services Department funds would be used for purchase or construction and operation of a residential facility. Motion by DeLong, 2nd by Miller, to move ahead with exploring the option of Sawyer County purchasing or constructing a residential facility for presentation to the Health and Human Services Board, and all other appropriate committees and the County Board. Motion carried.
Maintenance Department Supervisor Dennis Erickson presented a proposal for the purchase of natural gas to propane fuel conversion kits for the furnaces in County buildings to provide for a heating alternative in the event of an interruption of the natural gas fuel supply at a cost of approximately $4,200. Motion by DeLong, 2nd by Mrotek, to recommend Finance Committee and County Board approval to transfer and expend $4,200 from the Contingency Fund Account of the General Fund of the 2008 Sawyer County Budget for the purchase. Motion carried.
The Committee authorized Maintenance Department Supervisor Dennis Erickson to investigate the cost of the purchase of a larger generator to serve County buildings in the event of a power outage.
Maintenance Department Supervisor Dennis Erickson presented a report on projects completed, in progress, and planned for the Maintenance Department, including modifications to the employee break room in the Courthouse, outfitting of new squad cars, repairs to the natural gas heating system components in the Law Enforcement Center, renovations to the Courthouse Assembly Room and customer service windows in the Clerk of Circuit Courts Office, and installation of new lights and ceiling fans in the Radisson Highway Department building. Motion by Mrotek, 2nd by Olson, to approve the Maintenance Department report. Motion carried.
The Committee reviewed the monthly Maintenance Department and Airport expense vouchers. Motion by Olson, 2nd by Mrotek, to approve the monthly vouchers. Motion carried.
Dan Leslie, of L & L Aviation (contracted Sawyer County Airport management), presented a report on projects, operations, and conditions at the Sawyer County Airport. Motion by Mrotek, 2nd by DeLong, to approve the report. Motion carried.
The Committee reviewed a proposal from RJF Agencies for the renewal of the liability insurance policy for the Sawyer County Airport for 2008. The premium to be charged for the coverage was currently being calculated and not available despite the renewal date of March 15, 2008. Motion by Miller, 2nd by DeLong, to recommend County Board approval of the proposal, contingent upon their reviewing and approving the premiums when they are established. Motion carried.
The Committee reviewed options for using Sawyer County’s 2004 airport entitlement funds, including seal coating pavements at the Airport and construction of an additional entrance from the town road to the hangar area at the Airport.
The Committee discussed developments with the Sawyer County Airport improvement project, including the comments on the project environmental assessment document that were received from representatives of the U.S. Army Corp of Engineers, the U.S. Fish and Wildlife Service, the Environmental Protection Agency, and the Wisconsin Department of Natural Resources. Dan Leslie, of L & L Aviation (contracted Sawyer County Airport management), indicated that a telephone conference was scheduled for this morning for the Federal Aviation Administration, Wisconsin Bureau of Aeronautics, and Cooper Engineering to discuss the status of the project.
