THE MEETING WAS CALLED TO ORDER BY CHAIR KATHY MC COY NOTING, FOR THE RECORD, THAT BRUCE MILLER AND PAT ADERMAN WERE NOT IN ATTENDANCE.

 

APPROVAL OF AGENDA:

A MOTION WAS MADE BY RON KINSLEY, SECONDED BY DALE SCHLEETER, APPROVING THE AGENDA WITH THE ADDITION OF NEW BUSINESS, H, LEAVE OF ABSENCE REQUEST; AND I, OTHER MATTERS FOR DISCUSSION ONLY; MOTION CARRIED.

 

APPROVAL OF MINUTES:

A MOTION WAS MADE BY SHIRLEY SUHSEN SECONDED BY CAROL PEARSON APPROVING THE  MINUTES OF THE JANUARY 11TH REGULAR MEETING AS PRESENTED; MOTION CARRIED.

 

COMMITTEE REPORTS:   

LCO LIAISON: DEB BUTLER REPORTED ON HER RECENT RADIO INTERVIEW AND THE COVERAGE OF THE NATIONWIDE 24 HOUR COUNT OF DOMESTIC REPORTS. 94 PEOPLE WERE SERVED AT THE SHELTER IN THE PAST 14 MONTHS.

 

VOUCHERS:

COPIES OF JANUARY AND 2007 VOUCHERS WERE SUBMITTED FOR APPROVAL AS WELL AS ALL BILLS PAID SINCE THE LAST BOARD MEETING. A MOTION WAS MADE BY RON KINSLEY, SECONDED BY DALE SCHLEETER, TO APPROVE THE VOUCHERS AS SUBMITTED; MOTION CARRIED.

 

OLD BUSINESS:   

W-2:

THERE WERE 2 CASH PAYMENTS MADE TO SAWYER COUNTY AND 4 MADE TO WASHBURN COUNTY RESIDENTS FOR THE MONTH OF FEBRUARY.

 

THE AGENCY IS STILL IN THE PROCESS OF WORKING WITH DVR TO REDESIGN THE SPOONER JOB SERVICE SPACE.

 

THE DIRECTOR REPORTED ON THE INCREASE IN ECONOMIC SUPPORT APPLICATIONS DUE TO THE EXPANDED BADGER CARE PROGRAMS AND THE IMPACT THAT IS HAVING ON STAFF AND APPOINTMENT TIMES.

AGENCY DIRECTOR’S ARE TALKING WITH STATE STAFF REGARDING THE INCREASED CASELOAD AND ADDITIONAL FUNDING POSSIBILITIES; BUT NOTHING HAS BEEN RESOLVED TO DATE.  THE IMPACT OF FAMILY CARE ON THE ECONOMIC SUPPORT UNIT WAS ALSO REVIEWED.

 

REVENUE AND EXPENSE STATEMENT:

A COPY OF THE DECEMBER W-2 REVENUE AND EXPENSE REPORT WAS REVIEWED.  A

MOTION WAS MADE BY SHIRLEY SUHSEN, SIS HALE SECONDED, ACCEPTING THE

REVENUE AND EXPENSE REPORT AS SUBMITTED;  MOTION CARRIED.

 

HOME HEALTH PATIENT CENSUS AND UPDATE:

A COPY OF A GRAPH SHOWING HOME HEALTH PATIENT NEW ADMISSIONS, DISCHARGES

AND OVERALL CASELOAD FOR 2008 WAS SHARED WITH THE BOARD. A MOTION TO

ACCEPT THE PATIENT CENSUS WAS MADE BY SIS HALE, GLADYS RUEGGER SECONDED;  MOTION CARRIED.

 

THE AGENCY IS WORKING WITH THE WOUND CLINIC FOR POSSIBLE REFERRALS.

 

RESIDENTIAL SERVICES PROPOSAL - PROPERTY COMMITTEE:

THE DIRECTOR AND MAINTENANCE SUPERVISOR BROUGHT THE ISSUE OF THE RESIDENTIAL SERVICES PROPOSAL OPTIONS TO THE PROPERTY COMMITTEE.  THE PROPERTY COMMITTEE MADE A MOTION TO PROCEED WITH THE PURCHASE PROCESS VERSUS BUILDING A NEW BUILDING ON COUNTY LAND.  A MOTION WAS MADE BY RON KINSLEY, SECONDED BY DALE SCHLEETER TO APPROVE THE PURCHASE OF THE BUILDING FOR RESIDENTIAL SERVICES AND FORWARD THE ISSUE TO THE FINANCE COMMITTEE; MOTION CARRIED. THE DIRECTOR WAS REQUESTED TO MEET WITH THE SHERIFF ON THE IDENTIFYING OF CLIENTS FOR THE RESIDENTIAL PROGRAM AS WELL AS CONTACT THE INSURANCE CARRIER TO VERIFY COVERAGE.

 

THE AGENCY HAS NOT HEARD IF HAYWARD HOSPITAL WILL BE CONTRACTING WITH OUR AGENCY FOR SERVICES IN 2008.

 

SAWYER COUNTY/LCO TRANSIT UPDATE:

THE COMMISSION HAS 2 REQUESTS FOR PROPOSALS UNDERWAY, ONE FOR SOFTWARE AND ONE FOR PROVIDERS FOR THE STRAP GRANT EXPANSION INTO WASHBURN COUNTY.

 

A MEETING IS BEING HELD THIS AFTERNOON FOR A GROUP OF NORTHERN COUNTIES TO REVIEW COORDINATION OF SERVICES.

 

CHILD WELFARE QUALITY ASSURANCE REVIEW UPDATE:                            

THE REVIEW OF THE CHILD WELFARE SYSTEM AS WELL AS THE CONCURRENT REVIEW OF THE JUVENILE COURT SYSTEM WILL BE UNDERWAY THE WEEK OF APRIL 7TH.  THIS IS PART OF THE STATES 3 YEAR CYCLE OF REVIEWING ALL COUNTIES CHILD WELFARE SYSTEMS.  THE SCOPE OF THE REVIEW WAS HIGHLIGHTED AS WELL AS INFORMING THE BOARD THAT THE LCO CHILD WELFARE DEPARTMENT VOLUNTEERED TO BE PART OF THE PROCESS ALLOWING A MORE COMPREHENSIVE LOOK AT THE COUNTY’S SYSTEM.

NEW BUSINESS:

COMMUNITY EMERGENCY INCIDENT:

THE DIRECTOR REPORTED ON THE RECENT EMERGENCY INCIDENT AND SUBSEQUENT SHELTER OPERATIONS DUE TO A NATURAL GAS EMERGENCY.  COSTS ASSOCIATED WITH THE INCIDENT WERE REVIEWED.  A MOTION WAS MADE BY SHIRLEY SUHSEN, SECONDED BY SIS HALE TO FORWARD THE ISSUE TO THE COUNTY BOARD WITH A RECOMMENDATION THAT THE COUNTY BILL WE ENERGIES FOR THE COSTS ASSOCIATED WITH THAT EMERGENCY; MOTION CARRIED.

 

HARVEST OF FRIENDS INC. COMMUNITY FOO SHELF:

FOR INFORMATIONAL PURPOSES A RECAP OF SERVICES OFFERED AND FAMILIES PARTICIPATING IN THE FOOD SHELF IN WINTER WAS REVIEWED.

 

WAIVER OF SERVICE PROVIDER REQUIREMENTS:

LONG TERM CARE SUPERVISOR, AMY NIGBOR, REVIEWED THE LONG TERM CARE POLICY COVERING WHO CAN BE PAID BY THE WAIVER PROGRAMS TO PROVIDE SERVICES.  A SITUATION AND REQUEST FOR WAIVER OF THE POLICY WAS EXPLAINED.  IT WAS ALSO EXPLAINED THAT THE LTC COMMITTEE GRANTED THE WAIVER.  A MOTION WAS MADE BY ARLENE MIZERKA, SECONDED BY CARO PEARSON, AUTHORIZING THE WAIVING OF THE SERVICE PROVIDER REQUIREMENTS FOR THE CASE DISCUSSED; MOTION CARRIED.

 

2008 LTC QUALITY ASSURANCE REVIEW:

IT WAS EXPLAINED THAT THE LONG TERM CARE WAIVERS ARE REQUIRED TO UNDERGO AN EXTENSIVE BI-ANNUAL REVIEW ENCOMPASSING INTERVIEWS, CHART REVIEW AND FISCAL MANAGEMENT.  A LETTER WAS RECEIVED FOR THE 2008 REVIEW STATING THAT SINCE SAWYER COUNTY HAS HAD ZERO DEFICIENCIES FOR THE PAST 2 REVIEW PERIODS, A MINI REVIEW WILL BE CONDUCTED AND ALL REVIEW WILL BE CONDUCTED BY MAIL, PHONE OR E-MAIL.

 

2007 ADULT PROTECTIVE SERVICES OUTCOME AND DATA:

STATISTICAL INFORMATION REGARDING THE NUMBERS OF INVESTIGATIONS UNDER THE ELDER ABUSE AND ADULTS AT RISK CATEGORIES WAS REVIEWED.  THE OUTCOMES, TRENDS AND FISCAL IMPLICATIONS OF THE INVESTIGATIONS WERE HIGHLIGHTED WITH 3 MONTHS OF STAFF TIME BEING SPENT ON THIS SERVICE IN 2007 WITH AN ALLOCATION OF $11,144.00 RECEIVED FROM THE STATE.

 

REVENUE AND EXPENSE STATEMENT:

A COPY OF THE DECEMBER REVENUE AND EXPENSE STATEMENTS FOR HEALTH AND

HUMAN SERVICES WERE REVIEWED. A MOTION WAS MADE BY SIS HALE SECONDED BY GERI FITCH TO APPROVE THE HEALTH AND HUMAN SERVICE REVENUE AND EXPENSE REPORTS AS PRESENTED;  MOTION CARRIED.

 

OUT OF COUNTY TRAVEL:

OUT OF COUNTY TRAVEL AND TRAINING FOR THE MONTH OF FEBRUARY 2008 WAS

SUBMITTED FOR APPROVAL.  A MOTION WAS MADE BY SHIRLEY SUHSEN, SECONDED BY GERI FITCH TO APPROVE THE OUT OF COUNTY TRAVEL AND TRAINING AS SUBMITTED; AFTER DISCUSSION, MOTION CARRIED.

LEAVE OF ABSENCE REQUEST:

A REQUEST FOR A MEDICAL LEAVE WITHOUT PAY FROM A PART TIME COMMUNITY SERVICE WORKER FOR A ONE MONTH PERIOD WAS REVIEWED.   A MOTION WAS MADE BY RON KINSLEY, SECONDED BY SIS HALE TO APPROVE THE LEAVE WITHOUT PAY; MOTION CARRIED.

 

OTHER MATTERS FOR DISCUSSION ONLY:

THE PARENT AIDE PROGRAM WAS REVIEWED.
