PUBLIC SAFETY COMMITTEE MEETING – February 10, 2004

Sawyer County Courthouse, Assembly Room – 9:00 a.m.

         

Members present: Frank Romnes, Shirley Suhsen, Nate DeLong, and Bill Voight.  Others present:  Ray Boeckman, Brian Cody, Lt. Kurt Barthel, Sherrie Shelton, Carol Larson, Sheriff Jim Meier, Chief Deputy Tim Zeigle

 

Frank Romnes called the meeting to order at 9:00 a.m.

 

Nate DeLong moved and Bill Voight seconded to approve the revised agenda as presented.  Motion carried.

 

Bill Voight moved and Nate DeLong seconded to approve the minutes of the January, 2004, meeting as presented.  Motion carried.

 

Veterans Report

 

Transportation grant:  Ray Boeckman advised that the grant has been received for $12,466.00.

 

Non-represented employee salary adjustments:  Ray Boeckman submitted a letter to the committee.  Will be discussed in closed session.

 

Ray Boeckman gave an update as to the status of the Veterans Clinic.

 

Nate DeLong moved and Shirley Suhsen seconded to approve the Veterans’ vouchers as presented.  Motion carried.

 

Coroner’s Report

 

Dean Pearson was not present.  Shirley Suhsen moved and Frank Romnes seconded to approve the Coroner’s vouchers as presented.  Motion carried.

 

Animal Control Report

 

Animal Control Officer Supervision:  Sheriff Meier advised that he has met with Sherrie Shelton and it was agreed that the Sheriff will approve Sherrie’s overtime hours, and the sheriff’s department will keep track of her hours worked, overtime, comp time and sick time.  Sheriff Meier advised that Animal Control Officer Shelton has no line item in her budget for overtime pay. 

 

Nate DeLong moved and Shirley Suhsen seconded to recommend to the Finance Committee that Animal Control Officer Shelton be paid for the overtime hours worked in 2003 from the 2003 contingency fund.  Motion carried. 

 

Further discussion was had regarding payment of overtime for 2004 for Animal Control Officer Shelton and where the funds would come from.  It was agreed that the overtime for 2004 would be paid per union contract and the funds will come from the sheriff’s department budget and if necessary, surplus funds would be applied to cover the overtime paid for 2004.  The committee agreed that Sheriff Meier would schedule and supervise the animal control officer position. 

 

Nate DeLong moved and Shirley Suhsen seconded out of county travel for Sherrie Shelton to attend training in Bloomington, MN, March 15-19, 2004, sponsored by the National Animal Control Association, with one-half of the cost of the training to be paid by the City of Hayward.  Motion carried.

 

Sherrie Shelton distributed figures for 2000-2003 for collection of dog license fees from the townships. 

 

Bill Voight moved and Shirley Suhsen seconded to approve the Animal Control vouchers as presented.  Motion carried.

 

Ambulance Report

 

Non-represented employee salary adjustments:  To be discussed in closed session.

 

Out of county travel:  Brian Cody to attend a regional meeting in Shell Lake on February 11, 2004, and then to go to Rice Lake for radios. 

 

Sherrie Shelton exited.

 

Brian Cody advised that he is looking for an ambulance for Stone Lake. 

 

Shirley Suhsen moved and Nate DeLong seconded to recommend to the Finance Committee that additional funds be designated from the contingency fund for the purchase of an ambulance for Stone Lake.  Motion carried.

 

Brian Cody gave an update on the EMS Needs Assessment study.

 

Nate DeLong moved and Bill Voight seconded to approve the Ambulance vouchers and out of county travel as presented.  Motion carried. 

 

Brian Cody advised that Pat Sanchez and members of her youth group, Sawyer County Search and Rescue, will attend the March public safety meeting to talk about the training and what their group is doing. 

 

Jail Modification Committee Update

 

Public meetings are scheduled for February 10, 2004, at 6:30 in Radisson, and on February 12, 2004, at 6:00 at the LCO Community college regarding the jail referendum issue. 

 

Sheriff’s Report/Jail Report:

 

Non-represented employee salary adjustments:  To be discussed in closed session.

 

Squad car bids were reviewed.  Shirley Suhsen moved and Nate DeLong seconded to accept the low bid from Amery Ford for $20,657.00 per squad, to include delivery.  Motion carried. 

 

Nate DeLong moved and Frank Romnes seconded out of county travel for Investigator Ross to attend a NACU meeting in Superior and Lisa Humphrey and Jake Hodgkinson to attend jail school from February 9-27, 2004.  Motion carried. 

 

Kris Mayberry entered. 

 

Nate DeLong moved and Bill Voight seconded to approve the sheriff’s department vouchers as presented.  Motion carried.

 

The jail referendum issue was discussed.

 

Lt. Barthel presented the monthly jail report.

 

Sheriff Meier advised that bids have been put out for four-wheel drive vehicles.

 

Sheriff Meier advised that Ashland County has been billed for use of the Sawyer County Dive Team in recovering a snowmobiler in Lake Superior.

 

Sheriff Meier reported on openings and promotions within the sheriff’s department.

 

Chief Deputy Zeigle advised that a field training officer program is being implemented in the sheriff’s department, and a ride-along policy has been implemented.

 

Shirley Suhsen moved and Bill Voight seconded to go into closed session at 11:05 a.m. for the purpose of employee evaluations and non-represented employee salary adjustments.  Motion carried.  (Minutes of closed sessions are kept in a confidential file in the County Clerk’s Office.)
