Motion by Riedmann, 2nd by Vitcenda, to approve the meeting agenda as presented.  Motion carried.


Motion by Riedmann, 2nd by Mrotek, to approve the April 3, 2008 meeting minutes.  Motion carried.


Sawyer County Forest Administrator Greg Peterson presented a list of bids received for the sale of County Forest timber stumpage advertised to the public.  The stumpage included timber from 20 tracts of land with an estimated total of 21,469 cords of pulpwood and 577 thousand board feet of sawlogs.  Mr. Peterson reported that a bid was received for all of the tracts, that 2 bids for the same amount were received for Tract No. 27-07, and that a coin toss was used to determine the successful bid for that tract.  Motion by Riedmann, 2nd by Vitcenda, to approve the sale of timber stumpage to the highest bidder for each tract and to the coin toss winner for Tract No. 27-07.  Motion carried.


Sawyer County Forest Administrator Greg Peterson presented his recommendation to approve a direct timber sale to the American Birkebeiner Ski Foundation for the lands to be cleared in the construction of a classic cross-country ski trail (from Boedecker Road to County Highway OO).  Motion by Riedmann, 2nd by Vitcenda, to approve the recommendation.  Motion carried.


Sand Lake Town Chair Robert Langham and private land surveyor Michael Clamer presented information, including maps and aerial photographs, concerning the Town of Sand Lake’s proposal for the relocation of a portion of Sissabagama Lake Road.  Part of the relocated Sissabagama Lake Road would involve additional right-of-way acquisition through a portion of the Sawyer County Forest.  The purpose of the proposed project is to straighten the road and to promote public safety.  Motion by Mrotek, 2nd by Vitcenda, to approve the proposal, subject to the Town of Sand Lake providing additional information concerning the exact location of the County land needed for the relocation and subject to determining and resolving any issues relating to withdrawal of the land from the County Forest.  Motion carried.  Ms. Riedmann voted no.


Ron Bergin, on behalf of CAMBA, provided an update on the development of single-track bicycle trails in the Seeley block of the Sawyer County Forest.


County Clerk Kris Mayberry and Don Mrotek provided an update on the opportunity for Sawyer County to purchase 1.8 miles of railroad right-of-way (southwest of the City of Hayward – between Greenwood Lane and Louisiana Pacific) proposed for abandonment by the Wisconsin Central railroad.  Sawyer County submitted an application for a grant from ATV funds to fund the purchase but has only until June 16, 2008 to negotiate the terms of a purchase.  The Committee determined to refer the matter to the Finance Committee and County Board to review funding alternatives.


Sawyer County Forest Administrator Greg Peterson and County Surveyor Dan Pleoger presented information concerning the encroachment of a private hunting camp building on County Forest land.  The owner of the hunting camp may have constructed the building in that location by utilizing an erroneous section corner many years ago.  The Committee discussed several options to resolve the encroachment, including a proposal to trade 5 acres of County land adjacent to the north end of the private parcel for 5 acres on the south end of the private parcel.  A motion by Riedmann to pursue this option received no second.  The Committee directed Mr. Peterson to consider other options to resolve the encroachment.


Sawyer County Forest Administrator Greg Peterson provided the County forestry report, further discussed the results of the County timber stumpage bid opening, and reported that a meeting is schedule for May 29th at 1 p.m. for stake-holders concerning the development of a County Forest access plan.


Nick Koltz provided the Wisconsin Department of Natural Resources forestry report and indicated that he was pleased with the results of the County’s timber stumpage sale which he indicated reflected well on the efforts of the Sawyer County Forestry Department and Foresters.


The Committee reviewed the monthly Forestry Department expense vouchers.  Motion by Mrotek, 2nd by Vitcenda, to approve the vouchers.  Motion carried.
