Minutes of the meeting of the Jail Modification Committee

Sawyer County Board of Supervisors

March 2, 2004, 9:00 a.m., Assembly Room, Sawyer County Courthouse

members present: Hal Helwig (Chairman), Frank Romnes, William Voight, Melvin Olson, James Bassett

also present: Maintenance Department Supervisor Dennis Erickson, Sheriff James Meier, Chief Deputy Timothy Zeigle, Jail Administrator Kurt Barthel, Corporation Counsel Thomas J. Duffy, and County Clerk Kris Mayberry

Maintenance Department Supervisor Dennis Erickson reported on the construction and financing experiences of the following municipal building projects:

- Ladysmith Emergency Services Building

- Barron County Law Enforcement Center

- Washburn County Highway Department Garage

- Florence County Jail

- Douglas County Law Enforcement and Human Services facilities

- Vilas County Court facilities

Based on those experiences Mr. Erickson recommends that the County first select a construction management firm to assist with the project for an addition and modifications to the Sawyer County Law Enforcement Center to house more prisoners and to insure that the cost of the construction does not exceed $3,000,000. The County would then retain or have the construction management firm retain the services of an architectural firm to assist with the project.

Motion by Bassett, 2nd by Romnes, to recommend County Board approval of Mr. Erickson’s recommendations and to recommend authorization for Corporation Counsel Thomas J. Duffy to direct and oversee the preparation of a request for qualifications and a proposal for the services of a construction management firm. Motion carried.

County Clerk Kris Mayberry reviewed the County’s options for borrowing funds to finance the project, including bonding, borrowing from the State Trust Fund (5% for 20 years), or borrowing from one or more local financial institutions. In that Mr. Erickson anticipates project construction to begin no sooner than the spring of 2005 the Committee determined that a decision about how to finance the project could be made at a later date.

Motion by Bassett, 2nd by Olson, to adjourn the meeting. Motion carried.
