Minutes of the meeting of the Jail Modification Committee

March 31, 2004, 9:00 a.m., Assembly Room, Sawyer County Courthouse



members present: Frank Romnes, William Voight, Melvin Olson, Mark Kelsey



also present: Maintenance Department Supervisor Dennis Erickson, Sheriff James Meier, Chief Deputy Timothy Zeigle, Jail Administrator Kurt Barthel, Corporation Counsel Thomas J. Duffy, and County Clerk Kris Mayberry



Motion by Voight, 2nd by Kelsey, to approve the meeting agenda as presented. Motion carried.



Motion by Olson, 2nd by Voight, to approve the minutes of the meeting of March 2, 2004. Motion carried.



Maintenance Department Supervisor Dennis Erickson and Corporation Counsel Thomas J. Duffy presented a proposed Request for Qualifications and Proposal (copy attached) for the services of a construction management firm to assist with the project for an addition and modifications to the Sawyer County Law Enforcement Center. The Committee determined that the Request for Qualifications and Proposal would be advertised for 2 weeks and that proposals would be due by noon on April 23, 2004. The Committee determined to meet on April 26, 2004, at 9:00 a.m., to select firms to interview; to notify selected firms by April 28, 2004; and to interview prospective construction management firms on May 3, 2004, beginning at 9:00 a.m.; with a goal of presenting a recommendation for a contract to the County Board at their meeting scheduled for May 20, 2004. The Committee scheduled a meeting for May 24, 2004, at 9:00 a.m., to meet with the firm selected to assist with the project. Motion by Voight, 2nd by Olson, to approve the proposed Request for Qualifications and Proposal. Motion carried.



Maintenance Department Supervisor Dennis Erickson presented a proposed list of work on the project for an addition and modifications to the Sawyer County Law Enforcement Center that could be performed by the Sawyer County Maintenance Department instead of by independent contractors (copy attached). Motion by Romnes, 2nd by Kelsey, to authorize Mr. Erickson to make the determination of what work can be done on the project by the Maintenance Department. Motion carried.



County Clerk Kris Mayberry reviewed the County’s options for borrowing funds to finance the project, including bonding, borrowing from the State Trust Fund (5% for 20 years), or borrowing from one or more local financial institutions. The options would be discussed at the next meeting of the Finance Committee.



Motion by Olson, 2nd by Kelsey, to adjourn the meeting. Motion carried.
